It is focused on the Japanese-China relations, Korean peninsula, and comes in the midst of another structural change in the international environment of the Northeast-Asia. The previous change resulted from the collapse of the Cold War Structure on the global level. The aims of this paper are (1) discuss the Regional Security policies of Japan and China, and (2) analyze the United States foreign-policy strategy, particularly towards North-Korean Nucleus policy with relations of the South-North Korea.What is the Changing of the Regional Security on the Northeast-Asia since 1990s? What is the U.S-North Korea Troubled Negotiations over Peaceful Use of Atomic Energy, and process of formation of it? And why do still conflicts of the Northeast Asian countries? For a clearer understanding of the Northeast-Asian Post-Cold War, it is necessary to examine Japanese-China relations, Korean peninsula and to comprehend itself detail.
