The members of a small committee for Promotion of Techinical Instructions of the Himeji City Hyogo Prefectural Football Associstion devised and developed an unique sports environment through bottom-up rather than top-down method of instruction. Initially this approach encountered various as well as numerous issues and by overcoming them, it has matured to a stage for further development. This paper will focus on the formation process and management of this community sports club.
